For your answer regarding "How to create Region Dimension?", please keep the below answers ready before creating the new dimension called Region via FM (nothing to do with Database because DB is the feeder for any DIM and FACT creation).
1. Identify Dimension and Facts
2. Identify or gather the requirment for determining hierarchy levels for each Dimension (i.e. for Time dimension, we could have YEAR, QUARTER, MONTH, WEEK, DAY as levels...)
3. Identify the SOURCE database columns for every DIM and FACT.

Steps @ FM:

Data Base Layer:
1. Create Database Layer (namespace)
2. Import all required tables from database (in your case from SQL Server)
3. Estabilish appropiate relationship between each table as business required.
4. Ensure you don't have any loops in while creating relationship. You can ensure this by selecting all the tables; right click > Launch Context Explorer which shows the complete relationship.
5. Ensure you have defined proper usage types for each attributes across Query Subjects.

Business Layer:
1. Create Business Layer (namespace) and create all the required query subject with reference to Model (i.e. Database Layer)
2. Post creation, rename the Query Subject with appropiate business naming convention.

Dimension Layer:
1. Create namespace named Dimension Layer
2. Create Dimension named Region; Right Click > Create > Regular Dimension
3. Create hierarchies by clicking on Add Hierarchy followed by Add Level
4. Associate the appropiate column for the newly inserted level.
5. Ensure each level must have both _memberCaption and _businessKey

Publish the package and test it. Thats it.
